In her role with Innovate Memphis, Courtney McNeal previously led public engagement for the Memphis 3.0 Transit Vision, a project to redesign the city’s transit network and is now leading outreach for a mobility management program that connects older adults and persons living with disabilities to transportation options, also known as 901 Ride Choice. Courtney also served on the City Mayor's COVID Task Force where she was responsible for assisting with logistics and communications for school testing and city-wide testing and vaccinations.  


Courtney also served as a Housing and Community Development Research Fellow at the Community Development Council of Greater Memphis as well as a University of Tennessee Public Service Fellow at the City of Memphis' Engineering Division (Traffic Engineering). With a master’s degree in Public Administration from the University of Memphis. Her membership with the Nonprofit Leadership Alliance based in Kansas City, MO empowered Courtney to receive certification in Philanthropy and Nonprofit Leadership from the University of Memphis. Courtney is also a proud member of  the Memphis Alumnae Chapter of Delta Sigma Theta Sorority, Incorporated and the Memphis Junior League. 


During 2019, Courtney officially launched C. McNeal Consulting LLC,  focusing on community programming. She is the creator and coordinator of Fitness Under the Stars, a free fitness series along that takes places mainly in  Memphis' River Garden  (in partnership with Memphis River Parks Partnership). Shortly after a successful program series, Courtney was presented with various opportunities to plan special events, such as BLDG  Memphis' 20th anniversary celebration and Malone Park Commons Ribbon Cutting Ceremony. She also introduced Memphis to its fist silent yoga event in partnership with Your Inner Yogi. 


Her past projects have enabled her to keep social equity in the forefront of her work, while helping create viable, affordable, and accessible programs and initiatives that will positively affect the overall quality of life for all Memphians.
